High Condition (Orange) - serious
A High Condition reflects a high risk of terrorist attacks. A credible threat of attack exists but a specific target is not identified. In addition to the protective measures taken in the lower threat conditions, federal and state departments and agencies are likely to take the following actions, in addition to agency-specific protective measures:
- Coordinating necessary security efforts with Federal, State and local law enforcement agencies or any National Guard or other appropriate armed forces organizations;
- Taking additional precautions at public events and possibly considering alternative venues or even cancellation;
- Preparing to execute contingency procedures, such as moving to an alternate site or dispersing their workforce; and
- Restricting threatened facility access to essential personnel only.

Individuals
- Continue to monitor world and local events via Emergency Alert System (EAS) stations and the National Weather Radio.
- Follow any travel warnings that may be in place.
- Stop the spread of rumors by not sharing unsubstantiated information.
- Be alert to suspicious activity and report it to proper authorities immediately.
- Report price gouging to the Kansas Consumer Protection Division at 1-800-432-2310.
- Fill your gas tank regularly.
Families
- Review your emergency plans and discuss them in detail.
- Reevaluate meeting locations based on threat.
- Be prepared to evacuate or take shelter.
- DO NOT store gasoline and other flammable liquids in your home - the fire hazard is a threat to you and your family.
- Replace outdated items in your Family Disaster Supplies Kit.
- Update immunizations.
- Review and update phone numbers and e-mail addresses in your emergency notification plan.
Communities
- If a need is announced, donate blood at designated blood collection centers.
- Maintain close contact with family members, neighbors, and friends to ensure their safety and emotional welfare.
- Continue to provide volunteer services in your community, but contact the agency to determine their needs before volunteering.
- Seek training opportunities to continue building your first-aid knowledge.
